Certification in a fast-moving world
The shelf life of professional skills is shrinking. Most regulated sectors currently operate on a dual model: a rigorous, front-loaded high-stakes assessment to gain an initial licence to practice, followed by lower-stakes, often unverified, requirements for continuous professional development (CPD). While this combined approach has been the standard for decades, the rapid acceleration of an ever-changing workplace has rendered it unfit for purpose.
This flawed approach assumes that initial competence remains permanent and that passive exposure to information guarantees ongoing fitness to practice. In a fast-moving world where professional demands shift in months rather than decades, this model no longer provides reliable public assurance.
Consequently, there must be an increasing emphasis on ongoing competence, regular recertification and lifelong professional development. To maintain genuine public trust, recertification is fast becoming a necessity and it must be evidenced via valid, reliable assessment events throughout a professional’s career. The question is no longer whether we assess at a single point in time, but how we structure a robust architecture of lifelong validation.
Continuous assessment vs. standardised validation
While continuous workplace assessment is attractive in theory, relying on it as the sole mechanism for high-stakes validation introduces significant operational and commercial friction for the broader professional ecosystem:
- The burden of evidence gathering: Even when a regulator retains full control over designing rubrics and managing appeals, the day-to-day administrative burden still falls heavily on the workplace. Employers must dedicate substantial time to tracking, validating and submitting candidate evidence. For fast-paced commercial environments, managing these extensive portfolios can easily distract senior staff from core, fee-earning activities.
- The logistical challenge of oversight: Standardising workplace evidence across hundreds of different firms is exceptionally difficult. Because every candidate’s day-to-day experience varies wildly depending on their clients and internal supervisors, the regulator faces a massive, bureaucratic task to audit submissions and ensure consistency. Without a uniform benchmark, it is incredibly challenging to guarantee that a qualification carries the same standard of validity from one employer to the next.
- Confidentiality and client risk: Evaluating real-world workplace outputs inherently exposes sensitive commercial data. Protecting client confidentiality and navigating strict data privacy laws becomes a complex task when internal case files are used as assessment evidence. While firms can redact files, a more seamless workaround is the use of simulated workplace workbooks or platform-based case-study examinations, which replicate authentic scenarios without exposing live client data.
Because of these complexities, relying entirely on continuous workplace evidence is commercially burdensome and risks inconsistency. While standalone workplace validation does exist successfully in some sectors, such as apprenticeships, high-stakes professional licensing is often better served by a connected ecosystem. By combining ongoing workplace evidence with secure, objective, point-in-time testing, regulators can deliver a model that is both operationally viable for employers and uncompromisingly reliable for the public.
Meaningful re-certification and the rise of skills wallets
To make lifelong re-certification viable, the industry must pivot toward continuous learning loops utilising stackable micro-credentials and digital badges, and explicitly time-bound credentials. Shifting away from a "qualification for life" model means that specific, fast-decaying technical competencies, particularly those involving AI integration or rapidly changing regulations, must carry explicit expiry dates. This forces professionals to regularly verify their skills through formal validation events to maintain their active status.
The benefit of this approach extends beyond mere compliance; it allows a professional to build up a transparent, verifiable chain of re-certifications over the course of their career. This ongoing timeline acts as permanent proof that an individual has actively kept pace with industry changes, rather than simply relying on a historic qualification.
These verified milestones can feed directly into open-standard digital skills wallets that professionals carry seamlessly from role to role. However, for this model to hold any value, assessment providers must enforce a strict boundary regarding what constitutes an actual qualification. A digital badge awarded simply for attending a webinar or completing a course remains relatively meaningless. True competency assessment requires a rigorous validation event. Micro-credentials must represent verified, independent capability.
Without shared, uncompromising standards, micro-credentials risk becoming fragmented noise that employers do not trust. The role of the high-stakes exam is shifting from a one-time gateway at the start of a career to a recurring, essential anchor that validates professional judgement in a faster-moving world.
